Are you sure? Every time the dealer replaced the lifters in my old L76 (a total of three times) they fitted new head gaskets which makes me think that the heads came off each time as well.

VCM sell a DOD delete kit that comes with head gaskets
So I'd say heads off for the job.

You can change a camshaft without having to pull heads off but the engine needs to come out in order to do it (need to loosen off rockers and rotate the engine upside down). As others have mentioned heads need to come off though if your changing lifters, no other way to get to them.

lol you dont have to put the engine upside down you just remove the rockers and pushrods and put magnets in to hold the lifters in place.
