Looks like one of those knobs on heavy machinery. So you can turn the wheel fast without letting go or having to "palm" it.

Spot on vicarious, left arm is useless due to head injury from a being cleaned up on my bike by a P Plater back in 09.

Its just a spinner knob as by law I must have an auto with a steering wheel assistant aka a spinner knob
