Headlights + Interior Light Constantly on!!!??? FUSE 9

Hi all i have an 86 vl executive... I hope somebody can please help me with this issue i am having.

When i put a good fuse in NUMBER 9 my headlights + Beams & the interior light are constanly on..? even if the ignition is off? when i take the fuse out everything goes back to normal except now the interior light doesnt work at all??? Any Help regarding this issue would be gretly appreciated.

Hey man seems like u r getting some sort of wiring glitch as in wires corroded through and connected together without it shorting out and blowing a fuse. somewhere. could be under your carpet or in a loom plug (moisture) etc.
I know i have issues when it rains a heap (which it has been in QLD) my wipers do funny things which i found out water was running over the pin connector under my drivers side kick panel. But u have a funny one.
