vl power steer help

Hey, I recently picked up a vl a couple of weeks ago that had no head, n missing a few other bits like power steer hoses.
I've finished puting it back together n the power steering isn't working, it wants to but then goes stiff. The cars been siting since 09, so thinkin that the the pump has sezied? There seems to be no leaks n its holding fluid? Ne1 got ideas?
Its a rb30 berlina sedan.

How tight is the belt? If it isnt at correct tension it will slip.

There pretty old, I'm gonna put new belts on 2moz n c how that goes.. Afta I get it started again, sumwhere along the line the battery connection decided to smoke up now the fuel pump won't work.. 1 Thing afta another wit this car!!

Still no luck starting the car so no luck wit the steer problem yet..

Car was running last nite and still no difference to the steer, jacked it up and turned it to see if it was the rack but its smooth to turn so I'm gonna change pump over 2nite n see how that goes!

Pump changed, all good now!
