always pays to look in the boot. commodores have a serious issue with boot earths and damp connections to the tail lights. these issues can cause a massive number of interesting problems.
what are the dash lights doing? anything different?

nah i think the flash can would be ok. it sounds more like a short somewhere or a dud earth. Seriousely check all the connections in the boot.
Handbrake light might be in the actual switch, pull the boot off the handbrake, disconnect the switch and see what happens, it might need some forceful adjustment or replacing.

That'd be for your boot light, i disconnected mine behind the light itself, got some piggy back spade terminals (so you don't have to cut the insulated spade bits that connect up the light), and connected my neons into them. Looks better than a normal light, only prob is they're green and my sub is red kinda don't go together
