    sand blasting will be filthy
if it's surface rust, grind it off, it its deeper, cut it out with a thin cutting disc, and weld a new piece in.
just have a mate stand by with a wet rag to put on your work when it warms up to prevent warping.

the area where the glass is glued to seems to have been left as bare metal and rust is very common

How do you prevent surface rust from coming back??? i got rid of the surface rust in my boot but its back...Also i have a hole in my tyre well...i was just wondering if i cut it out and put some rust prevention paint on it; can i use fibreglass repair sh*t to fill over the hole. Cuz i'm not too sure about welding in some more metal.

To stop rust coming back, treat it with fish oil, then paint over it properly with some rust kill primer and then your normal paint.
