I've never checked fuel rail pressure before, but I'm sure you could get some kind of in-line gauge that would measure it.
Fuel pressure regulator does exactly that, regulates the level of fuel going into your engine, If you follow your fuel lines up to the plenum you will see it tucked around the middle.
Return fuel line, I'm assuming its one of the two, it may be easiest to get under the car, get under and look at the pump, some of the lines will go into that and the others will return I'd imagine. Follow them back up the front and they will come out on the front left of your plenum. They are kind of in between your alternator and your oil filter/ plenum height. You will see the lines coming from underneath on that side of the car. They run up the side of the bay near your water res before they branch out.
that post you posted sounds like old mate had the fuel back to front you can't go removing the return fuel line the car will just fuel up and shit itself he obviously had a blockage in his return line which was causing the backup of pressure in th fuel line,
fuel pressure can be measured just like bax said with a inline guage if not sure which one is the in line just remove the hose at the front of the plenum and put into bottle as turn on ignition and if fuel appears it the in pipe if no fuel change lines,
the regulater works like bax also said , the fuel line going into the reg should be the pressurised inlet pipe
I read somewhere that the return line runs on the inside of the rear wheel well on the drivers side. can anyone confirm this? I think mine must be busted and dripping the fuel out of the return line as it is using way too much fuel and is not running rich (no smoke from exhaust at all)
