    Default does petrol conduct electricity

inside my VL tank, there are exposed electrical connections, that is not insulated,, to the internal fuel pump
I assume that 12 volts DC electricity isnt conducted by petrol or petrol vapour?

Although petrol has delocalised electrons within each molecule, these electrons can only move within that molecule – they can’t move from one molecule to another.

Contrast this with graphite which is a conductor. It too has delocalised electrons, but they are not tied to any one atom – they can move throughout the structure and so it acts as a conductor.

Petrol does not ignite in the liquid state, a spark can ignite petrol fumes. For ignition of fuel vapours to occur, the air-fuel mixture at the location of the spark has to be within the flammability limits for petrol. Ie. if it's too lean or too rich, it won't ignite. The flammable mixture limits for petrol vapour are about 1.4% to 8% which is a fairly narrow range, so inadvertant ignition is unlikely in a well ventilated area.
