Maybe compression spring on striker bolt, attached to bonnet has had it,or spring on car body ,just in front of rad. is broken.Striker bolt can be ajusted with screw driver to lengthen or shorten.Hope this helps mate. Martin
Chances are the cable has stretched. Very common on a car that is 20 years old.
I have never seen a VL where you can pull the leaver and expect the bonnet to open.
If its the same cable setup as a VN (I suspect it would be) the sheath at the end of the cable (near the striker) is held in place by a bracket held by a crappy self tapping screw which comes loose and allows the cable sheath to drift around, effectively "lengthening" the cable. If it has only started doing it recently then the cable is probably stretched or the sheath bracket is loose. If its the sheath bracket the easiest solution would probably be to move the bracket down a bit so you can drill a new hole and do it up tight, I say probably as ive never done this, I usually do it the dodgy way and cable tie it to the radiator support near the headlight which stretches the sheath out effectively "lengthening" the cable.

just one more thing aswell as what has been posted abovethe car is twenty yrs old and the whole bonnet catch mechanisim probably hasn't seen any oil for about 15yrs.
oil up, work it several times and adjust the striker
