Very very strange!!!!

Hi peoples, i went to check out a mates VL 86 mod today as it won't start,he tells me he ran out of fuel and put in 20 ltrs but still won't go.Now i am a 3rd yr apprentice mech and these are the findings so far:
Fuel pressure and supply = OK
Power to injectors = OK
Spark on all cylinders = OK
All fuses under bonnet = OK
Now i know that i theory if you have fuel,spark you should get ignition but NNOOOO!!!
Now in saying the above more of toyota mechanic than holden so not too familliar with VL's,any more input would be appreciated.
P.S only spent short time on diagnosis so far.

assuming its a 6 cyl, the 2 electric fuel pumps should bring petrol up to the fuel injector when the ign is turned on, you should hear the whine of the external pump for a while with ign on before attempting to start

sometimes an angine will shake as it runs out, disloging an electric plug somewhere
