I have asked myself this question many times when looking at VN/VQ L3 clusters. The blue backing on the tacho comes from a VQ cluster.
Here is one answer for the VQ set of gauges and probably the VN update.
First 4 photos are the V8 next 3 are the V6

Do you know if they're both out of V8s? Or is one a V6?

Here is a VN L2 V8 tacho. There is a green stripe on the main back part of the tacho. I've not noticed this before on a L2 tacho - but would put it in the same boat as the green thread tips for the temp gauge.

Just converted a V6 VS L2 tacho to be a V8 - almost the same process as for the L3 tacho.
Move R2 to R3 and fit new resister to the R2 spot. Add 1 more "jumper" at slot 2 and then move 2 of the "jumpers" to slot 5 & 6 and re solder. (V8 = jumper 1 - 2 - 5 - 6 ) (V6 = jumper 1 - 3 - 7) The jumper is just a small bit of wire I sniped off the new resistor I fitted to R2.
