ok just adding a few more things here to the prob
just changed the battery in a vp commodore
ignition lights stay on ..engine light , oil and battery...when ignition is turned OFF
when u do turn the key it wont kick over
getting power to every thing as if the key is turned on ..but key is off
its also priming fuel pump when you remove the positive lead and put it back on(all dash lights still on ..key still off)
there is a funny high pitched noise under the bonnet to
when u remove the fuel pump fuse all the lights on the dash go off...(key off) ...turn the key to start it and the all lights come up as usual ....fuel pump primes but wont kik over
so every thing is getting power as if to start when the key is off...but it wont kik over
its not the ignition barrel..jus changed it
changed ecu to 1 that definitely works
checked all relays and fuses (the fuel pump fuse was blown but now replaced)

Just quickly but it sounds like a earthing problem. Check the starter motor leads but the lights staying on means it is still having power going to it and the starter not cranking over can be an Open circuit, dirty or loose terminals.
Good luck let me know how you go
did you end up sorting yours out??
im having same problem mines a 5l.
ignition staying on even with the key out of the ignition unless i take the fuel pump fuse out.
if i start the engine it stays running even with the keys out the ignition unless i take fuel pump fuse out.
only thing i had done was charged the battery with a projecta battery charged with the battery still in the car hooked up.
i didnt have the key to turn off the secuity system and the remote stuffed up about 8 months ago so i disconected the plug going to the security switch and soldered three wires togther so i could get going again untill i got another alarm system fitted...
Hmmmm
