The same reason the thermostat and throttle body were at the back of the engine - that's how they got it all from GM in the states. You have to remember this was a front wheel drive E-W engine they ripped out of a buick, and threw into the Commodore at the last minute. They never had the time (or more importantly, the money) to revise things like inlet manifolds, crankshafts or even the cooling system. That all came later on in production.
