VN Air con only blowing to feet.

Its been like this for a while and i havent cared to much but with summer warming up its starting to be quite annoying. The air con works only on speeds 3 and 4 and only blows to feet. Has any one else had this problem? what causes it? and how do i fix it?

1. your fan speed resistor is broken
2. you have a vacuum leak
