what makes you think they don't?
if it is pulling then take it back again and again till you are happy.
most places do the basic adjustment to save time and only do it properly if it comes back a few time.

I aggree if they didn't get it spot on then they should have not charged you.
They should be telling you first what needs to be replaced before attempting to wheel align it.
