    If you put your right foot on the accelerator pedal, push it all the way to the floor and hold it there, the cable should then be tight.

    He wants to make it so there is less slack and more tension in the cable. Do this with caution it doesn't need to be super tight or you may end up snapping the cable. Where the throttle cable goes into the throttle body there is a bracket which is bottled to the elbow. If you notice there is 2 nuts one on either side of that bracket. Tighten that and it will make it tighter. Probably best to have the car on so you don't do it too tight and have it rev out on start up.
