Head down to an auto sparky unless you want to have to pull your dash out. Mine did this the first time i had it fixed and it was fine, after a year something rattled loose and i didn't bother fixing it. After a little while and a few more rattles it fixed itself. Has been fine since. If i had the cash and the time i would install power windows as backup, but i'd recommend taking the easy way out and getting it fixed by someone.

take off the wiper arms, then take off the plastic tray thing and underneath that is a square cage looking thing. that is the fan speed controler. Best to go down to pick-a-part and get 1.

As a first step, check the fuse, #9 under the steering column. If the fuse is blown, your engine cooling fan won't work either. If that's OK, check that there is power to and an earth from the electrical connector to the fan motor under the dash to the left of the console. You can also try running wires straight from the battery to and an earth from the fan motor.

If there is power at the fuse and not at the fan motor look at the switch.

Only the first three fan speeds go through the resistor, speed 4 goes through the relay. All speeds go through the switch.
