It is most likely to be a faulty or missing thermostat.

I have this problem in my VS and it's not the thermostat. I've rebuilt the engine and it's still a problem. It's got to be something to do with the heater tap.

yeah i second both post change the thermostat first could be stuck open or missing. It doesn't hurt to change it in fact could be a good thing. then if no change do the heater tap. also just check that the radiator has been bleed with the heater open. another thing if you go overboard with your coolant ratio forget it ever heating up before the 25min mark. I run race coolant in summer and min requirements in winter.

Heater tap stuck closed or missing vacum line or thermostat is stuck open and letting the coolant flow too quick. (if not missing as said above)

check that the heater tap is opening and closing when you turn the temperature dial from hot to cold etc. I did the coolant in a mates car yesterday and the heater tap wa snot moving with the temp control and I could not feel any vacuum on the hose when we took it off the heater tap. WTF is race coolant?

Easy job mate. Before you start get a new thermostat and a thermostat housing gasket. To replace it just remove the two bolts holding the thermostat housing (where the top radiator hose joins the engine). The thermostat will be underneath.

Take both hoses off the heater core and shove a garden hose on the end of the pipe (If it's the correct size) and use the water pressure to flush until the water clean. I've done this due to an ineffective core and it was full of brown crud.

my coolant has been flushed like that, car running bottom radiator hose off, garden hose in radiator filler - left for about 25 mins with heater on until water coming out was clear.

What I was about to say.... So just get a new heater tap (most are rusted away by now anyway) and a new thermostat Since your doing them you might aswell do a cooling system flush

Did you ended up finding a thermostat in the housing? If not, that could be the cause too.
