You could put in a fresher 304 from a wrecked VT that would be stroker-ready and have roller cam.
For your stock 304 the path seems to be:
1.Cold air intake
2.Extractors and twin cat exhaust
3.Cam and lifters, maybe roller rockers. Read Greenfoam's excellent camshaft guide, from memory the 286 is a bit big for a stock inlet manifold. I'm going for the high torque cam described in the middle of the guide myself, there are other options.
4.Once you have your mods done it's time for a Greenfoam tune, he can match any combo you care to screw together with an appropriate map and raise the rev limit etc. and under $100 it's a bargain.
That seems to be the go for VN-VS 304, after this you need more compression to go further so it's back to a VT 304 and it's stroker-readyness.
Of course there's forced induction or an LS1 transplant, there was a supercharger kit for sale in the parts forum last month, probably still floating around.
