hose off can u help

today I noticed a thin black hose zip locked to the trans dipstick it seems to go down near the trans on my vn v6, it isnt blocked of I am unsure of what its for or can I just put a screw in the end of it , any help would be great

i think i remember having that on my old vn,i was under the impression it was some sort of breather hose...
