    It looks like if your tried all the soldering on the votage regulator, cleaned the rest stop pin of any goo and lubed the needle point and the gauge still sticks, it is cacktus for sure. I've binned about 20 gauges todate when they dont budge for more than 8 seconds on the test bench. Four seconds should see the gauge move off empty after all the service work you can do.
