Default vp v6 problem - no rad fan - no cockpit fan

Well this is getting beyond a joke. checked rad fan straight to power it works. changed ecus with 3 different working ones problem didnt fix. multimetered both temp sensors and compared with one in a car with working fans - no problem. direct wired cockpit fan it works. checked relays and fuses both in engine bay and cab both fine. changed aircond switch no change.

Im about to check the fan speed resistor. there is no fan speed on any of the settings. shorted out relay in engine bay fan comes on. Both fans stopped working at the same time so im pretty much head ####ed. any extra ideas i can try. car is a vp v6 wagon running a vn series 1 block with a series two top end and its manual.
