Default VP brake lights - bottom or top?

Just looking at the brake and tail light operation the other day and it occurred to me that the brake lights are on the lower half of the tail light pair. Is this right or should they be on the top half? I expect the top would be better i.e. more visible but what is the factory-correct way?
