Stuck VG Heater

My heater is stuck in the off position, I have disconnected the rod from the temp dial to the leaver at the heater box. Temp dial moves freely but the leaver off the heater box is jammed.
My questions is there a way to free it again without having to disassemble the heater box, or do I just have to crack it all open?

I have a similar problem with my vn, when i have the vent on for air, my vent near my foot pedals is constantly on regardless, is that sort of what you are trying to explain??
