Anyone know what makes vn v8 not rev over 4 grand ?

You'll need to elaborate a little

Does it:

a) feel like it runs out of juice toward 4000rpm and splutter/misfire
b) rev freely to 4000rpm and top out like a rev limiter

Without any details at all, I would gingerly suggest your ignition module, fuel pump, distributor, coil pack, or... well, it could even be low on petrol or anything else lol, we need more info ^_^

Be prepared with the old V8s to spend a lot of time mucking around with trial and error, only to find that it's the ignition module almost every time
