My vn which is a 5spd 304 won't really rev past 4grand.
It will still rev past it but not easily if you get my drift
Valve springs worn?
A few possibilities:
Bad fuel
Bad fuel pressure
Injector pulse voltage low
If it's also running rough while getting to the 4000rpm, could be faulty engine module, o2 sensor, tps, coil, blown head gasket.. list goes on. Check error codes before ripping the whole thing to pieces though.

Has no error codes and tried another dizzy I was going to try some injectors I have lying around they are the 775's. Due to me only just getting it and don't know much about the history. But I did swap a n14 pulsar for it.
When I said "engine module" I meant ignition module. My car was running pretty bad when I first got it.. had heaps of trouble revving. Turned out to be a faulty fuel pressure regulator. As I posted earlier, there are several things that could be the problem but, the computer doesn't pick up on low fuel pressure so, I'd be going for that first then the ignition module.
I will try a fuel pressure reg. Let you know how it goes and the injectors did not help either.
A V6 one will work. Slightly different fit but, it will fit.. I have a V8 one in my V6.. they run the same pressure.
Just letting you know in case you have a V6 laying around that you can pinch it off.
