new pump,no fuel

ive just put a new fuel pump in a 91 calais,swapped relays and fuses and cant hear the pump and when the fuel line to the injectors is takin off and cranked over no fuel comes out.ive heard you need 20 lts of fuel to prime the new pump(is this true) but i should be able to hear the pump regardless of fuel quantity..this car is really shittin me atm any ideas???????

Have you got a test light to see if there is power at the pump connector?
