Vn with gen 3 seen today

I saw one mother of a VN today.it had a gen3,6spd,9in rear en, fuel cell in boot,full twin exhaust(left&right side),custon manifold that sat about one foot out of the bonnet.
It wasnt finished but did drive.The plates on it were GMHVN.
does any body know about this car?I saw it at the place where it was converted and it was a customers car.Very wild looking.
