For cleaning brake dust and dirt/tar from my wheels i use EagleOne All Wheel And Tire Cleaner, works great for me and hasn't harmed the wheels.

Well guy's and gals if ya alloys are tarnished or oxidised to buggery use (Eagle One mag cleaner) It's bloody awesome it removes crap that has been there for 50 years!!!! and yes i'm not bullshiting ya i came across a set of mags that were that bad they looked like the hull of a ship covered in barnicles, I sprayed e'm with the eagle one and then polished them with (mothers) and they came up like brand new!

So my opinion (Eagle One) to get rid of all the really bad crap then (mothers mag polish) to polish!
