you can try new baulbs but i doubt that is the problem... the silver reflecting metal inside the lights get dull so they dont reflect as good

get some Narva +50's globes or the narva artic blue if you want a more intense white light. if your very carefull you can remove the lense from the headlight unit and give the reflectice surface a wipe with a dry cloth with no solvents etc

dunno that chrome paint would get it to the reflectivity of the old coating, i'm pretty sure holden still sell fittings, but they're horrifically expensive.

you could try to find a decent set from a wreckers, i had no luck when i checked, they were all as faded as mine, i also bought an aftermarket fixture which was ghetto, all the parts were pretty substandard, and nothing lined up (couldn't even get my indicator back in) but give it a shot, there's gotta be some good aftermarket ones out there.

if u r handy with a volt meter check the voltage at the headlamp sockets... it should be close to batt voltage ~13.5v. dull lights are sometimes caused by a bad earth.
