Haven't seen that type of fuel saver before. I can't categorically state that it's useless, but I wouldn't bother trying it, WTF is infrared gonna do to fuel molecules? In reality, the fuel is gonna be dispersed fairly well as it exits the injectors and mixes with the air in the manifold. I doubt that "exposing" (how's the light gonna get through the fuel line anyway?) it to infared light is gonna make it work better. Personally I reckon the best way of improving economy would be to modify the injector mouth to give a better spray pattern and play around with port matching/shaping to get the best possible mixing. But hey, whatever floats ya boat ya know?
Beau Duke: Man, I'm never gonna get outta this car again. I'm gonna live in it, I'm gonna eat in it and I'm gonna make sweet love to it!
Luke Duke: You mean you're gonna make sweet love IN it.
Beau Duke: Oh no, I'm gonna have sex with it.

No been there done it. Magnetic fuel thingy, Hi-clone intake thingy. Nothing happened and if anything it got slower and used the same fuel.
I highly doubt it would be any good if they need an entire textbook on it for the item description
