Me made one for my uncles hot rod. Started with a billet and put it on the lathe to get the shape. Then drilled the center out and drilled the wheel mount holes. For the splined end we cut up a boss kit he had and TIG welded it on.

you need a steering wheel puller. DONTTT hit the column trying to get it off itl either kill your rack or/and destroy the steering column. Go down to supercheap i think they have them for around $15. Handy thing to have around. Screw the 2 side bolts in and then screw the centre bolt which will hit the middle of the column. Keep turnin the middle one untill the wheel comes off. Easy as. But whatever you do dont hit the column....bad memories
    Cheers
