It's the override key that turns on the factory immobiliser.
Mine didn't come with anything either. Went to holden with my VIN#, they ordered the remote, sent me around the corner to a locksmith who cut the override key from the code holden gave me. A couple of days later I had engine immobilisation, all good.

    Oh yeah,
The key cost me $30 to get cut and the remote cost $110 from memory.

Worth it in my opinion. You could also spend a little more and have a whole new system fitted.

My dad's VN exec doesn't. Neither does my mate's VN calais.

Have a look. Open your passenger front door and look for a black plastic cap. that pops open and has a keyhole inside.

VN Calais had it in the glovebox, like the VL Calais did. On the VP models it was located as mentioned near the checkstrap inside the door. Only visable when the door is ajar. Small black dust cap fits over it.
