As far as i recall, the CAS tells the coil pack when to fire. (that bit may be wrong)
As for a stuffed one.... if ur car dies after running, wont restart (or restarts then stalls with throttle) and throwing a bucket of water on the harmonic ballance makes it work again, then its stuffed.
I couldnt get my harmonic ballance bolt off, so it was a bad thing to fix.
    Good Luck

CAS = CRANK ANGLE SENSOR. It is just this. It gives the crank position of the crankshaft to the DFI module as to tell the coil packs when to fire. If the sensor does not work then it does not send a signal to the coil packs and the engine does not fire.

other than a bucket of water and replacement what would be every step to go through to repair it?

If the CAS misses a beat just once, it will still log a code. If there are no codes, then it won't be anything that is connected to the ECU, ie: fuel pump, coil pack, leads.

i have a 12 month old CAS for sale for $10 + postage, worked good :P

CAS detects notches on the ballancer and essentially controls ignition timing,

no cas = no ignition.. to replace a cas, is easy anyway thermo fan off, balancer off and 2 bolts done

How do you get error codes? i dont really know anything at all.
Is it a fuse you put into something to make it run in diagnosis mode?

There is a whole thread on checking codes and then in the articles section there is a list of the codes and what they represent. Check the How To section.
