weird idle

ok guys heres a tricky one.
Start the car normally the car runs ok, but is a tiny bit rough.
Turn the air con on and it runs way better. Totally still i mean it runs 10x better.
If it wasn't for sound i swear you wouldn't know the engine was running.
Is it possible that it was tuned with the air con running?

IAC or TPS, when the air con is on it idles faster so it may smooth it out. Also clean the throttle bottle, carbon build up may be blocking the IAC valve.
