on full lock i can keep turning it till they scrub on the inside, but in my perents car i can turn it untill it stops and it wont scrub out, its like mine doesnt stop at a certian point. how can i make it stop just before it hits the inside?

This could be related to 'toe out on turns'. Does it do it on both sides or just one? If its both sides, your rims might be the problem, too much offset. If it's just one side then it's the toe out issue. The tie rod ends on the rack are not even. Count the threads on each tie rod and make sure they are even. A decent wheel aligner will do this anyway to centralise the rack.
Another cause is hitting something and bending the stub axle or steering arm.
