Windscreen Wiper problems

Hey guys, on my vq, there's some slight problems with the wipers. When the wipers go down they don't go down all the way, they stop about maybe 60mm from the lowest point they can sit at.
The main problem is that since they don't go down all the way, sometimes the drivers side goes over to far (goes over the pillar and chrome strip and scratches them ) and it hooks on and won't come back down, blowing the fuse in the process.
How would I fix this problem?

Take wiper arms off. Put the wipers on low and let it cycle through a few times. Re attatch arms
