You can get those Gabriel shocks for under $230, fitting shouldn't be anymore than $300 even if you supply your own shocks!!! $700 a bit steep!

Those KYB's quoted weren't for a lowered car, they were just the normal OEM length replacement, but KYB's are a better performing (and better quality) than either Monroe or Gabriel. The ride on KYB may be slightly firmer, but there's no reason not to have good quality shocks on a car even if its not lowered.
Gabriel will do the job, and all up you're looking at just over $500 to have them supplied and fitted. Going up from there is KYB, for about an extra $100. Anything more than that, is, as you say, a waste of money on a $3000 car.
Remember though that shocks are what keep's your tyres on the ground, and the car might only be worth $3000, but you're worth alot more!
