Yes you can just put a peice of straight pipe in place of it. Remember though it'll blow hot air the whole time its on the hot side.
Also e-series falcons and vn-vr have the same tap if you want to grab a secondhandy

I've drawn up a diagram of the heater tap in my vp. The part you replace with the straight bit of pipe is where the water flows through.

If it is the small hose, then that is the vacuum hose. All you need to do is find the small vacuum hose and remove the broken plastic piece. Then block it up otherwise you will have a vacuum leak. The heater tap will either flow or not flow, I don't know which but it doesn't matter. You will either end up with warm air all the time or cold air all the time.

eaisest way to bypass teh heater tap is to disconnect it where it enteres the fire wall, and use some good old fashioned normal everyday garden hose and jam it down either end of the heater hoses, this creates a little loop, use a bit of tape to make sure it deosnt move, and go and get a new peice. either that, or remove the vacume redard line, youwill get cold air all the time, it closes the tap. preventing water to flow.
