grab a can of throttle body cleaner/subaru upper cylinder cleaner and spray the intake (inside of throttle body), theres also a little hole inside, this leads to a sensor and usually gets blocked with carbon, start the car with the pedal flat to the floor as it will be flodded, then at a steady idle spray some cleaner into the motor. only use short bursts as it can damage the motor (petrol based cleaners). The subaru cleaner is the best type and contains mainly the cleaner, but has a little bit of lpg as the propellant. spark plugs and leads are a good idea as well if there a bit old looking. other than that, check out the suspension components, i bet there will be a bush or strut that needs replacing. other than that a good clean and it should run fine.

also before dumping the old oil, put some engine oil flush in the motor and run it for 10 minutes. You can get unlucky sometimes with a blocked pickup but 99% of the time it works a treat.

it really depends on what kinda quality we're talking about. you can spend $5 on oil or $70, air filters you can go stock paper, or reusable (k&n etc)
you should get out of it for about 150 buying pretty decent parts.

also, you might wanna do plugs too, depending on how old they are.

the thickness for an average km vn should be 20-50. If you got the cash get a high flow filter for 100-120, and add a cold air induction setup to deliver cold air to the motor. If your interested in a bit more push a new tune will do it wonders.

mobil/repco branded semi synthetic oil goes for 18-30 dollars. a good oil flush and new oil/filter will keep it quiet & protected. if it has a bit of a tick before or after the flush at idle, add a bottle of nulon lifter free tuneup.
