had the same thing in the VL. took them out, cleaned them out properly, resealed them with normal old silastic and put them back in. I actually sealed them in as well so that the boot was finally watertight.
i had the same problem, i went with the expensive option and bought new ones, havent had any water in them since... I think the seals around the lights let water in after a while, a bit of sealant should be a cheap way to fix it..
My wagon lights always used to fill up, easy option, drill a hole in the side at the bottom of each section and a small hole at the top for a air inlet hole to let the water drain properly.
its on the inside the boot hides it, ive done it to works a treat.

if you cant get them open and if its just moisture, sit them near a heater to evaperate the moisture. then re-seal them.
If its alot of water and you cant get them open drill them, let them dry, then seal them all the way round including the holes you drilled.
Theres nothing worse than open drill holes cous youll just keep getting moisture in them causing lights to blow![]()
p.s. you shouldnt need to clean them, just drying them should be sufficient
