Default '!' flashing on dash any ideas?

got a tuned chip and slammed it in and its flashing '!' on the dash. car wont start at all, turns over, but no fuel pump and firing. Used my lil tool that lets the fuel pump running continiously and still no luck. removed the memcal and rein stalled it ( battery disconnected) and still the same problem. Im stumped

And more importantly, it still works perfectly well when to slap the old chip in there, right?

Yeah put the stock chip in, if I buggered the burn (unlikely but anythings possible) and see what happens. If it starts I'll just send another memcal. But it should/will/100% will start on the limp chips even if it's a buggered burn so I'm not so sure the cars right. But Friday will tell
