relay, fuse, maybe burnt out wire. iirc it will only come on at certain heat levels and also when the air con is on. also it cuts out at certain speeds.

you could also setup a thermo bypass switch and see if you can turn it on yourself

It's turned on by the ecu, and the ecu gets temp readings from the temp sensor. So if all else fails try replacing the temp sensor at a last resort.

thermostat = valve that opens to let coolant into your radiator

coolant temp sensor = tells your ecu how hot water is BEFORE the thermostat (thermostat function not related to coolant temp sensor function)
water temp sender = tells your dashboard what temp to display

my bro's vn thermo fan stopped workin so i just made a switch for him inside the car. Basically its hooked up straight to the battery with the switch cutting off the positive wire. Works a treat.

    Hope you fused this wire?

For those looking to install a switch to your thermo fan look at the how-to its pretty straight forward.

How to fit thermo fan bypass switch
