hey i got a VR and it has a level 3 dash but i think my petrol gauge is stuffed could i use a level 2 dash to check if its the gauge or are the connectors different?

It will be the regulator inside the cluster that will have cracked solder joints.

Take the tacho and speedo out and you will be looking right at it.

Hmm - look over all the solder joints - use a pin to slide over the solder - feeling for a crack. Some times it can be the connector where the ribbon goes in. This can be cracked also.

The gauges are almost never the problem - is the DTE working in the cluster - if zero chack the fuel sender connection.

If you plug the L2 dash in and the fuel gauge works - it will be the cluster. Sorry missed this bit about the L2 cluster fit. Yes it has the same wire config for L2 & L3 gauges.
