Default Broken Thermostat maybe causing heating problems?

My 5.0l seems to be running really cold, the temp gauge in the dash never goes above the first quarter at all, even with aircon on a 40 degree day. Also, the heater doesnt work, but the aircon is ICY cold. Could the radiator have a busted thermostat telling it to keep it too cold? Could this also be why my heat doesnt work?

Just wondering what part of the temp gauge everyone elses 5.0l sits on..

If it is jammed open it might - pop off the thermostat housing and plonk the thermostat in a kettle on the stove. It should open just before the water boils.
