I think you're right, the power steering is gone. But it aint going to be a quick fix. Find another way to get where you have to go.

I've had quite a few steering problems so I'll relay my experiences with you as your problem sound similar. It could be the PS pump, low fluid levels in your ps reservoir, the PS rack, the high pressure hoses, your drive belt. Pray its just your drive belt, $30 fix and you can do it yourself. Check the indicators on the drive belt tensioner first, I got the pump, rack and hoses replaced by shoddy mechanics trying to milk as much money out of me as possible before I started to learn about my car and realised it was just the drive belt. Check your ps reservoir. Check for leaks etc.

Check your fuses, also do an ECU reset, disconnect the positive battery terminal for 10 seconds.

Despite the Statesman dash, I gather you still have the VS standard power steering?. If so, and going from your description: "basically theres movement but i have to turn heaps to get little wheel movement"
is it possible that when you replaced the steering wheel or column you have not engaged the splines correctly which could allow what you describe.
