Just check the mounts on your rack would be a start, but I have noticed VN-VS seem to have a lot of clunking due to sway bar link type, I have remedied this in all my commodores by fitting the aftermarket sway bar link conversion that attaches to your lower arm rather than strut.

I may be wrong in this instance as you have a new front end but I always start at them for clunking noises.

You should be able to see if the rack has play by jacking up front end and seeing how much side free play the wheels have, if you have new rack ends and tie rod ends and it still has movement then it'll be your rack mounts.

yea the rubber that holds the rack in that bracket which bolts to the x member, if that makes sense.

I've just checked my VS statesman and VX and they both have a slim rubber strip that lines the U type bracket that holds the rack, its a bit hard to describe maybe im dreaming but im pretty sure its not metal bracket directly on rack.
