VR/VS Dash Clusters

Is it possible for a VS V8 dash cluster with the same GM part no 92042479 as a VR V8 dash cluster to be different as I tried to replace a VR dash cluster with a VS cluster and doesnt work fully. No speedo. The only difference I can see on the unit is one has VDO 43209 L1 ISS-3 and the other has VDO 43209 L1 ISS-4. I do remember once maybe a wise old wrecker once said to me their may be a difference? Can any other wise soul enlighten me? tks Sorry forgot to say these are level 3 clusters

Which cluster is VDO 43209 L1 ISS-3? im guesting the VR one?

Yeah ISS-3 is the one for VR. But wanted to know if there is an internal difference between ISS-3 and ISS-4 to explain why the cluster I purchased doesn't work or have I been sold a dud.tks Might help others also if these are not interchangeable.
