When my VN was doing this it was the wires on the back of the lighter socket arking out. Resolderd the wires and taped it up and this fixed it.

yer mine did the same thing so i got the one out of the back of my centre console and wired it in, but the cause was loose wires in the back of it.

well i replaced the cig lighter and housing and it still blows fuses as soon as the ignition is turned on so its probably something to do with that other brown and black wire attached too the side of the metal housing.... in which case im going to have too take the console apart too get at anything....bit of a pain really.
