VR Twin Airbag Conversion

I know this is probably a stupid question but here goes..
I have a VR Acclaim with drivers airbag, does anyone know if, in theory if i used the dash out a VS with twin front airbags and wired them both to the existing unit, would this work? and would it be legal?

It would be legal if you get it signed off by an engineer, which, with the cost of installation would be greater than it would cost for a car with twin airbags in my opinion. Whether it would fit would need to be checked with GMH.
